Courtney Heard is a Newnan native, U.S. Navy veteran, and community advocate running for Georgia House District 68.

While on active duty, she earned a Bachelor of Arts in Healthcare Administration from the University of Arizona Global Campus and volunteered with the Ronald McDonald House in San Diego, supporting families whose children were receiving critical medical care.

After her military service, Courtney became a frontline advocate for homeowners navigating HOA governance failures, housing challenges, and property rights abuses. She fought alongside families when they had nowhere else to turn.

When SB 406, the Georgia Property Owner Bill of Rights Act, moved through the General Assembly, Courtney was in the hearing room, working to make it happen.

That is the kind of representation District 68 deserves: someone who shows up before the cameras arrive and stays after everyone else leaves.

Fighting for HOA Reform

Courtney fought for SB 406, the Georgia Property Owner Bill of Rights Act, in Georgia Senate judiciary hearings. In the House, she will push for full implementation, close remaining gaps, and ensure every homeowner in District 68 has access to transparent governance, fair elections, and real dispute resolution without being forced into a costly legal battle.

Working families need living wages, small business support, and job training programs that keep District 68 competitive. Courtney will fight for economic growth that serves the people who live here, not just the developers and corporations passing through.

Raising Teacher Pay

Georgia is losing its best teachers to states that pay more. Courtney will champion a $55,000 minimum starting salary for Georgia teachers and fight for resources that keep experienced educators in District 68 classrooms.

Re-evaluating Georgia's QBE Formula for Better School Funding

The Quality Basic Education formula is supposed to fund every Georgia child equally. The legislature has chronically underfunded it for years. Courtney will fight to re-evaluate the QBE formula from the ground up so that school funding reflects what students actually need, not what is politically convenient to appropriate.

Families in District 68 should not have to choose between their health and their finances. Courtney supports expanding Medicaid access, lowering out-of-pocket costs, and promoting competition that drives down healthcare prices for every family in the district.

Those who served deserve dignity and independence, not policies that strip their rights without proper protections. Courtney will fight to repeal the Homeless Veterans Conservatorship and ensure Georgia's veterans have the support they have earned.

Courtney will push for policies that increase housing supply, protect renters from predatory practices, and help working families build equity through homeownership.
